[BUG] Reconcile policy "once" not working

Describe the bug
Objects are periodically applied to the cluster (at the rate of the given reapply interval, by default 60m), although having an effective reconcile policy of "once".

Tested with Version
v0.3.99 (and various previous versions, down to v0.3.64)

To Reproduce
Steps to reproduce the behavior:

1. Create an object with reconcile policy "once". To make the effect easier to observe, set an update policy of "recreate".
2. Wait 60 minutes.
3. Observe that the object was recreated.

Expected behavior
It should be touched anymore after creation (as long as the reconcile policy remains "once")
