Collapse inactive thread suffix panel buttons

• Collapse inactive Files and Terminal controls in the sidebar thread suffix so they no longer reserve row width when their panel is closed
• Reveal collapsed panel buttons on row hover and keyboard focus so quick actions stay discoverable without cluttering every row
• Keep the Files button expanded and accented while its panel is active, and the Terminal button expanded when a terminal is open or focused
• Centralize inactive-button collapse styling in ThreadItemSuffix for consistent Files/Terminal behavior
