- Feature: add a per-project notes surface with rich-text notes, structured to-dos, drag reordering, and the ability to start a new thread from selected note text or a task.
- Persist notes in a dedicated project-notes payload and expose it through the database, IPC, and shared contracts so note edits stay isolated from broader project/thread state.
- Wire the notes tab into the existing right-panel layout, visibility, and draft composer flows so it behaves like a first-class docked tool.
- Add the supporting design spec, TipTap dependencies, local UI preferences, and tests for the new notes data flow.
- persist per-project notes in SQLite and expose IPC/contracts for loading and saving - add the right-panel notes editor, draggable to-do list, and thread seeding actions - update panel visibility, styling, tests, and docs for the new notes workflow
