One property record added when only tax lot data is mapped

Steps to reproduce:

• Import covered-building-list
• Map as shown
  
• Mapping review screen has Property tab, even though only Tax Lot fields were mapped. And even if this is by design, it's not working right because the field showing, Associated Building Tax Lot ID, which I assume should be Jurisdiction Tax Lot ID, is blank. (This is not necessarily consistent -- sometimes the data shows up properly in that field). However, the Tax Lot tab seems to be displaying the data correctly
  
• Click Save Mapping and Start Matching
• When finished, look at the Inventory List for the appropriate cycle, There will be one record in the View by Property tab, sometimes with a few fields displaying data sometimes not.
  
• Click on the View by Tax Lot tab and all the correct records are displayed there.
  
• If you delete the record, if it happens to be paired with a tax lot record, that record will also get deleted. In this case, it is not, and so can be safely deleted without affecting the tax lot data.

An update to this issue -- I think this might be related, so I am adding it to this existing issue.

• Import same file as above
• Mapping same as above -- all to Tax lot
• Mapping review screen -- 512 records
  
• Matching screen -- program somehow thinks there is one more record than there is, that there is one matching record that there isn't, and then eventually gets the right number of records
  
• View by Property -- one record that shouldn't be there; and the data for the Tax Lot fields only appears if I also select the identical Property fields; Jurisdiction Tax Lot ID = 101096E78B
  
  If I deselect the Property fields, that data in the Tax lot fields does not display
  
• View by Tax Lot -- 512 records, data displays properly
  
• Pairing tab (these records are paired not matched) -- The paired record shows up in Pairing screen -- I have to unpair it before I can safely delete it from the Property tab -- If I don't un-pair it first, program deletes it from both the Tax Lot and the Property list.
