As the description says, a (configurable?) timeout must be added in order to just try to fetch desktop profile rules after 60 minutes in case there were no rules fetched in the previous login.

Note that "no rules fetched" mean either that there's no rules that apply for that user/group/host/hostgroup or simply that the server doesn't have support to desktop profiles.
