HPX option for pre and post bootstrap performance counters #1464

It would be helpful for HPX applications to have an option such as --reset-counters-on-app-start to specify to print out the performance counters values once bootstrapping is finished and reset them.

Side note: If interval counters are being used they should probably start after application starts execution.

Adding new command line options:
- --hpx:printer-counter-at=<arg> where arg could be startup, shutdown or noshutdown (default is shutdown, i.e. the old behavior)
- --hpx:reset-counters which resets the counters after they are evaluated by HPX

This fixes #1464: HPX option for pre and post bootstrap performance counters
