clang with libc++ on Linux needs TLS case #1880

I'm on Fedora 23, Clang 3.7, self-built libc++ and libc++abi from SVN, HPX from git, self-built Boost 1.59.

CMake run claims that TLS is enabled, thread_specific_ptr.hpp has no case for this compiler/runtime combination and ends up in the #error branch.

A standalone testcase seems to demonstrate that both __thread and thread_local exists.

tests/performance/local/native_tls_overhead.cpp unconditionally assumes there's TLS, so that has to be fixed as well.
