The droid-flashing-tools package containing the Windows binaries required for flashing isn't included in adaptation-common release repositories.

I reported the bug at Jolla and included a zip file containing the binaries in the latest Kumano release.
The file should be extracted and put into the same folder as the contents of main zip file including the release.

Fixed in 4.5.0.16.
