Kumano needs support support for CONSTANT and periodic CUSTOM effects for vibrations.

patterns: Require ngfd >= 1.4 instead of ngfd-plugin-native-vibrator

Kumano uses ffmemless based vibration which is support by ngfd
ffmemless plugin contained in ngfd.
However the ffmemless custom requires ngfd >= 1.4.
