I asked a question on StackOverflow about setting the central longitude for stereographic projections, but then it occurred to me it might be something I could just do myself! I don't think this breaks anything, it is quite a simple addition. The problem is that it is not obvious to me how one should be running the tests for cartopy... Because of that I haven't added a test for this feature yet. I'll wait for some expert feedback 😄

Looks fine to me. Will run the tests offline as travis-ci seems to have hung on this test run (nothing you have done).

Thanks @ajdawson - nice addition! FWIW I'm going to look into writing a more practical implementation of the CRS classes in the near future.
