This PR is made in reference to: #3532

This PR addresses or contains:

While importing some data I came across the 2002-11-01T00:00:00.000-0800 date format which requires special treatment due to the some UTC offset (see http://www.faqs.org/rfcs/rfc2822.html)
PR also solves the issue of Date interpretation fails for "2018-10-11 18:23:59 +0200" #3532 with a format like 2018-10-11 18:23:59 +0200

This PR includes:

Tests (unit/integration)
CI build passed
