CSS strings get url encoded resulting problems in some browsers #34

Using inline svg in my css:

filter: url("data:image/svg+xml;utf8,<svg xmlns='http://www.w3.org/2000/svg' ><filter id='grayscale' filterRes='183' ><feColorMatrix type='matrix'   values='0.3333 0.3333 0.3333 0 0 0.3333 0.3333 0.3333 0 0 0.3333 0.3333 0.3333 0 0 0 0 0 1 0'/></filter></svg>#grayscale");

After including with CDF (also with minification turned off) it becomes:

filter: url("image/svg+xml;utf8,%3Csvg%20xmlns='http://www.w3.org/2000/svg'%20%3E%3Cfilter%20id='grayscale'%20filterRes='183'%20%3E%3CfeColorMatrix%20type='matrix'%20%20%20values='0.3333%200.3333%200.3333%200%200%200.3333%200.3333%200.3333%200%200%200.3333%200.3333%200.3333%200%200%200%200%200%201%200'/%3E%3C/filter%3E%3C/svg%3E#grayscale");

It seems that CDF url encodes data string.

In this particular case url-encoded version does not work after latest FF update, but there might be more problems with similar strings.
