In Smidge 1.0, you could really only control the Production options like if a Bundle has compression, combination, etc... enabled or not and in Debug it was just serving up individual static files.
In 2.0, both the Debug and Production pipelines are totally configurable so if you wanted your assets to be combined in Debug mode you can do that. This also paves the way for allowing non web based assets to be served in Debug mode such as TypeScript, Less, etc....
