Ensure data protection and build manager dependencies come from IAppBuilder #2013

We need to ensure we work with any implementation build manager and data protection services that come from IAppBuilder

@davidfowl davidfowl Use data protection provider that comes from the app builder.
- Remove DefaultProtectedData, and use the DataProtectionProviderProtectedData
  instead. If none available then fallback to Dpapi provider.
- Updated NuGet packages.

Implemented data protection but currently blocked on waiting for katana to implement the appBuilder.Properties["host.ReferencedAssemblies"] feature.
