After selecting operator , reopening add user shows password and confirm password

i select operator and reopen add user

then
the modal must not show the paswword and confirm password text box without selecting operator

Actual
without selecting operator the paswword and confirm password text box is showing

Root-cause : While reopen or Open the add new model all the default options should not reset(display: none, display:block)
Solution : All the default input fields are displayed correctly
