Generic Z-Wave Water Valve not running locally

Currently the generic z-wave water value (https://github.com/SmartThingsCommunity/SmartThingsPublic/tree/master/devicetypes/smartthings/zwave-water-valve.src) does not run locally yet I believe all the other generic z-wave devices do. Can this generic device be set to run locally like the others? Would be nice since most of the leak sensors run locally and SHM runs locally but if there was a leak and no internet the valve wouldn't close.

Also the Dome water valve works fine with this Generic DTH (currently it only lists the "Leak Intelligence Leak Gopher Water Shutoff Valve"). The Fortrezz water valve DTH does run locally but its open/close action is the opposite of the Domes (I.e. shows open when closed and vice versa) so that won't work.

With the last couple firmware updates a there have been a bunch of devices that are now running locally. Hopefully this one can be included soon as its still one of the only generic devices that isn't. Thanks.
