This supersedes #157 due to corruption of my repository; the relevant commit for #157 has been inadvertedly omitted, resulting force closure of the pull request.

As with the original pull request, I choose option 1 under the term described in SoftEther VPN Patch Acceptance Policy: http://www.softether.org/5-download/src/9.patch

The files are identical to the original pull request. Sorry for inconveniences this may have caused.

Systemd configuration files
Expects vpnserver/vpnclient/vpnbridge to be in /opt.
Having a file do_not_run within these directories inhibits launch of a respective module.
