Fix: vpncmd thinks that "hamcore.se2" is missing or broken #339

When executing vpncmd as normal user, I get

-- Alert: SoftEther VPN Kernel --
Fatal Error: The file "hamcore.se2" is missing or broken.
Please check hamcore.se2.

It is because hamcore.se2 is not set correct permission. This PR is to fix that.

Hi @hongquan under which OS/Environment is error happening? I have ubuntu and when I run vpncmd I don't get this error

@moatazelmasry2 It is Ubuntu 17.04 and 17.10. I install from source. Where is the location of your vpncmd? If it is in your home directory, there won't be error because you have full permission in your home directory.

Your great patch is much appreciated. We are considering to apply your patch into the SoftEther VPN main tree.

You have two options which are described on the above policy. Could you please choose either option 1 or 2, and specify it clearly on the reply?

I agree that you can apply this patch to PacketiX VPN (option 1).
