Ensure state is stored outside docker container

Currently the docker container is build from the source as-is. This means that the configuration file is pointing to the home directory for storing flows, flowState, the vault and nodepacks. Nodepacks are fine, but the rest should be exposed so it can be stored outside the docker container.
