    Chargers don't ink the ground just for walking, but their weapon attack
    has enough range to cross the entire map.  They have a configurable
    charge time and cooldown time.

    Metasprites are now organized heirarchically, which should make adding
    new weapons considerably easier.  All it takes to animate a charger is
    changing player_pwn[i] to WPN_CHARGER.  Judd got pulled out into the new
    header file as well.
