Issue with Header Component: Hover Behavior on 'Service' Menu Item

There is a minor issue with the header component. When hovering over the 'Service' menu item, it spans the entire width without any borders or boundaries, unlike other menu items such as 'Digital Participation.' For reference, please review the attached files.

This is not a bug. It is a feature. The design system offers 3 examples of a dropdow

1. Edge to Edge - where the full width of the page is used as a menu
2. Multi column - where you can create a multi column menu and the menu width is flexible to the number of columns you created
3. Fixed width - where the width of the menu is fixed and you may have only a single column of links.
