encoding.t flaky on older File::Temp #28

This is more common in older perls, and only seems to happen on runs after the first. Old File::Temp versions only try a couple names before giving up. Since this test uses SRand it always has the same temp files/dirs.

The easy fix is to stop using SRand in this test. However it may be worth it to make a more complete fix (not sure how, maybe require a newer File::Temp?)
