Ideas that could fix the build

new build on VS2019 ( Visual Studio 2019 version 16.0.0 Preview 2.1 appveyor/ci#2834 )
eventually add global.json to pin Core 3 preview SDK on branch 0.8.0

Changed to VS2019 + installed sdk 3 preview + global.json + dotnetbuild instead of msbuild
