If ruff is included in the pre-commit workflow, why is there a seperate ruff workflow?

@cclauss Am I wrong in thinking the ruff workflow is useless?

Yes. You are wrong. This ruff workflow is designed to be superfast (< 10 sec) and is run with the --format=github setting which creates GitHub Annotations like the one below. This provides contributors with lightning fast in-context feedback on their pull requests. Running ruff --format=github in pre-commit is much slower in GitHub Actions (need to build environments for all utilities) and would provide sub-optimal error messages on contributors' machines.
Given that ruff itself runs in under a second on all repos, I think it is a insignificant penalty to run it twice in GHA.
