Unable to move window when cursor capture is enabled

Bug Description

When the mouse cursor capture feature is enabled, you are unable to move the game window normally. When you grab the window frame, the window slides downwards on your screen on its own.

Reproduction Steps

1. Start the game with the following configuration (options.ini):

   CursorCaptureEnabledInWindowedGame = yes
   CursorCaptureEnabledInWindowedMenu = yes

2. Alt + Tab to uncapture the cursor.
3. Select the window frame as if you wanted to move the window.
4. Witness the window slide downwards on your screen.

Maybe the solution here is to not yet capture the cursor when the window bar is grabbed. Or if that is not possible to determine, only capture the cursor after it has entered the window content while the window is active. Currently cursor is captured as soon as window is active, no matter where the cursor is.

How about adding a new value to enum CursorCaptureBlockReason eg CursorCaptureBlockReason_WindowMove?
Then use it in WinMain like
