ThinkUp users with large data stores might want to run migrations at the command line; let's create a CLI version and offer instructions to use it on the upgrade page.

Mark Wilkie Issue #444: CLI backup/upgrade fixes and tweaks
* Added isset checks for argv[0]
* Updated usage message to reflect script filename change
* Made sure upgrade token is removed when running the CLI upgrade interface
* Calculate the time elapsed for migration run and output on completion
* Added timezone setting to upgrade script

My database had 1,000,000+ rows (1 account/user, me) and started the CLI upgrade at least 40 minutes ago. How do I know if it is even working? Some output messages during the process would help
