In order to see if offline friends have come online, toxcore very aggressively searches the DHT for every offline friend on a continual basis. According to some recent testing, these lookups account for about 43% of all tox related traffic (that was done with a contact list with about 10 friends and idling for an hour).
I haven't looked much into it yet, but it seems excessive, and could probably be reduced without causing a noticeable impact on how quickly friends appear online. This would be one small step towards making tox more mobile-friendly, which is something we should be prioritizing.
