Gonna need to modify the TZDIR logic to not be applied on windows platforms.

Probably gonna need to use some native windows functions for currentTimezone and listTimezones().

See: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones

I see Issue #41 just mentions Python being needed, but even with Python installed the build fails for some reason. This makes it impossible to deploy applications using node-time on Azure platforms, as it would need to run on Windows.

It's been 3 years and we're still waiting on a resolution to this? Any word?

@onorok It's not very high on my priority list since I've yet to have a personal need for it. Patches welcome of course!
