Which means they're always true.
Closes #123, hopefully.
This causes the synonym files to be regenerated if they are deleted.
We're having some difficulties downloading this file with FTP; maybe HTTPS will work?
This is in target get_ontology_labels_descriptions_and_synonyms.

Extract NCBITaxon synonyms (including common names) so they can be used in the produced synonyms file.
Should fix TranslatorSRI/NameResolution#71.
