energy problem fixed in cdb296d

the only bug remain with 56585 - it doesn't have cooldown and this spell even not added to vehicle in TDB

I was trying out the harpoon cannon, and while trying to hit stuff, I clicked my button to run and ran right off the platform. Is that supposed to happen? aren't they supposed to be stationary?

there is already an issue for this: #4207

current situation:

http://pokit.org/get/?b0b7de427bd0d32095c06aeac9118ebf.jpg sometimes the npcs will be hittet by the dmg of the spell, but the npcs instantly regenerate health (with gm mod off)

regeneration of energy works fine
