Update required PostgreSQL version to 13

Once Python 3.7 support has been dropped, NAV will no longer run on or be packaged for Debian Buster.  Our targeted platform for deployments will be Debian Bullseye and newer, which means we at that point can update our required PostgreSQL version to 13.
