Users with account password issues should be presented with a warning banner #3345

Is your feature request related to a problem? Please describe.

We see in many older NAV installations that several users have problematic passwords or password hashes. These issues are already highlighted (with an exclamation point in a yellow triangle) in the User Admin tool, but only administrators will see this (if they even notice). The users themselves are never notified about the problem with their account password.

Describe the solution you'd like

A user whose account has a known password issue should be presented with a sticky warning banner (I'm thinking just below the navbar/header?) on every NAV page which warns them that their password has some issues and should be changed (with a link to the password change form).

This should of course only apply to (local) users whose password can be managed by NAV. Externally synced users (i.e. LDAP-synced accounts) can do nothing in NAV to change their passwords (but normally, their cached password hash would be updated on every successful login, so it should never be flagged as having issues anyway).
