moving css locally so docs looks better when offline #35

We noticed that when running li3_docs on a secure connection or offline, it had this massive block on top of the black cli bar. This slight fix allows users to use li3_docs offline and allow for search functionality.

I could be wrong, but wouldn't these link to a 404? -> https://github.com/UnionOfRAD/li3_docs/tree/master/webroot/img/icons

We did this so we managed changes in one location. Should we create a submodule?

FWIW, that sounds fine to me, IIRC the html is already in a helper class. we could put it in li3_docs/libraries. It could be called li3_docs_cli

The styles and javascript are used across all the Lithium sites, including lithify.me.
