Update Action to use Node 16 version

Recently action result started to show warning about usage of deprecated Node 12, for example in https://github.com/UnitTestBot/UTBotCpp/actions/runs/3265516468:

Please update node used in the action to recommended version.

Oh, I see that Publish UTBot CLI image still has that warning. @ladisgin could you look please?
