Remove syslog and update deps

This closes #139 and closes #140 and fixes #146, and fixed #147.

• Updates vendors, including rardecode which includes a fix for the RAR names.
• Removes the syslog output lines from the Linux systemd service unit file.
• Fixes rar file matches with part1 in the name: Fix match for files with partNN in name. golift/xtractr#7
