CI does not work on windows

Here's the error (repeated several times):

  could not load symbol "xmlParseFile":
  The specified procedure could not be found. 

And we have the same for "xmlFreeDoc".

I don't know why these two functions from libxslt are not available under windows.

I'll have to check on a windows machine.
