Adds a mock Model Target Web API with OAuth token creation, standard and advanced dataset creation, status polling, dataset download, and deletion for both in-memory and Flask-backed mocks.
Adds verified fake coverage against real Vuforia for unauthenticated routes and the standard create/status/delete workflow, plus usage tests for requests, httpx/respx, and Flask.
Updates secret-generation support for Model Target credentials by bumping vws-web-tools to 2026.5.21 and adding the new env vars to the example secrets file.
Validation: focused Model Target tests passed, custom CI-pattern linting passed, mypy passed, and the pre-push suite passed.
