[TF2] sv_pure feature fails to block certain files properly #2761

According to this post on the Team Fortress TV forums, (and I have verified this myself on both a listen server and a remote one), sv_pure fails to work properly when a modded game_sounds_player.txt is put in a scripts subdirectory inside another subdirectory inside the /tf/custom folder.

For example, "/tf/custom/literally_cheating/scripts/game_sounds_player.txt" is not blocked/defaulted by sv_pure, allowing for players to basically cheat by modifying certain sounds, such as the spy's decloak/cloak noises.

This happens regardless of sv_pure settings. I have personally tried modifying sv_pure whitelists by adding duplicate lines, by changing 'trusted_source' to ' allow_from_disk+check_crc', changing pure from 2, to 1, to 0, (and modifying whitelists accordingly) etc. and several combinations of all of these. I have tried multiple different paths, with or without globbed directories.

Nothing can consistently block this.

do NOT patch this until this issue is fixed
the issue above can be a workaround to below
#2547
namely referencing WAV files instead of MP3
