This older version doesn't support some C++11 features, and has significantly slower compile and linking times to the newer versions. Would it be plausible to upgrade to at least 4.8.X?

Yes, we're working on making newer compilers available in the Steam runtime.

Is there somewhere to track the gcc compiler version contained within the runtime sdk? It still appears to be 4.6.3

A new SDK version was released a couple of days ago that is contained in a chroot. You can go into the chroot, apt-cache search gcc to see what versions are available. Currently it is gcc 4.8. Clang 3.4 is also available.
