Describe the bug

No strongholds appear to be generating while using this mod. (also I selected 1.16.5 because there was no option for 1.16.1 but I was playing on 1.16.1 when I noticed this)

To Reproduce

1. Launch the game
2. Load up a new world
3. try to use an eye of ender or /locate stronghold

Fabric 1.16.5

I have lazystronghold installed so that could be what is causing the issue
