Option to disable the MCE buttons along with the metabox

Currently there is no option to disable the Classic Editor buttons, while it is possible to turn off the post type metaboxes.

It would be beneficial to either:

• Have a separate option to turn On/Off the MCE buttons
• Or the MCE buttons should be visible under the same condition as the metaboxes
