Add rule to disallow alternative PHP open tags. #16

This addresses the action item from #15 if the decision requested would follow the advice given.

Upstream PR WordPress/WordPress-Coding-Standards#585 has been merged, so once we update the theme-review-sniffs branch with WPCS develop, it will be safe to merge this PR.

There is also still an upstream PR at PHPCS for this squizlabs/PHP_CodeSniffer#1084, so at a later point in time, we might be able to swop them out.
