Improve Docker setup #25

Context

The WalletConnect Bridge server is a simple NodeJS app that opens WebSocket connections with multiple parties to relay communications. A previous implementation was built in Python for a different architecture that included a very easy to setup Docker implementation that handled both SSL certificates and Redis database.

###  Goal

Copy and replicate the same flow for setting up a bridge with a Docker setup as the python-walletconnect-bridge repository.

### Requirements

  1. Include the Redis database setup and hookup the pubsub.ts and notification.ts arrays as key-values.
  2. Include SSL certbot setup on the Docker setup
  3. Include the same Makefile interface and flow as py-walletconnect-bridge

I have added a WIP PR #26. Need to make updates. Will remove WIP and inform once done! Sorry for the delay @pedrouid
