Situation: you order your units to move to an unpassable tile
Current behavior: units don't move at all
Wanted behavior: units go to the nearest (pathfinder-wise) passable tile adjacent to the target (not really precise description, but other games do that).

There are two separate problems here:

  • There is sanity checking to see if pathfinding can go to a continent before trying to resolve it. We may have to change this back again.
  • If there is a building at the target location that you cannot see, an effort to go there will fail. This is a problem with the targeting code, and should be fixed.
