imdload: PIE format enhancements

- Add support for per-level TYPE, INTERPOLATE, and TEXTURE(etc) overrides
- Add TCMASK global / level directive to explicitly specify the tcmask texture filename
- Add support for comments ("#" is used to denote the beginning of a comment, which extends until the end of the line)
