Abort Bluetooth discovery when focus is lost #481

This change adds a handler for loss of full activity that stops any on-going Bluetooth scans. This is to mitigate an identity risk that is present if two sites are watching for device advertisements and receive the same advertisement at the same time.

To mitigate an identity risk when sites are scanning for Bluetooth
devices, restrict scan events to only the focused site. This prevents
possible collusion between sites that would otherwise receive scan
events at the same time for a given user.
