User can specify BLAS and LAPACK locations on the setup.nqp command line #16
The user should be able to specify the BLAS and LAPACK library locations on the commandline to setup.nqp. This means we are going to need a routine to preprocess the @Args array and pull information from there and enter it into the %PLA hash for use in later steps of the install process.
