`Debug.WriteLine` doesn't output, but `Console.WriteLine` does. #3

If you do the following in a Meadow app, it works as expected; you get console output to the semihosted stlink window:

Console.WriteLine("Hello, World.");

However, if you use System.Diagnostics.Debug, no output is seen:

Debug.WriteLine("Hello, from debug.");

As per #41, this doesn't just fail to output for me - it actually crashes:

[0x4:] EXCEPTION handling: System.IO.FileNotFoundException: Could not load file or assembly 'System.Configuration, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies.
