Adds Ko-fi donation/subscription ingestion via webhook and Azure DevTunnels for public tunnel management.
17 new tests covering CLI probe, login state, tunnel start/stop idempotency, token validation, webhook event mapping (donation + subscription), and forward URL delivery.
Required by KoFiServiceTests which passes request headers through HandleWebhookAsync.
