An issue when trying to paste content if the content contains a core block thats disabled it wont paste #11057

Describe the bug
If you disable a core block e.g preformatted and then try paste some content that is wrapped in a pre, the editor doesn’t paste anything as it tries to use a non-existent block

To Reproduce
Steps to reproduce the behavior:

  1. Disable the preformatted block; you can do this by adding this javascript wp.blocks.unregisterBlockType('core/preformatted')
  2. Copy some content that has a <pre> tag, I found an easy way to do this is goto google, search translate use their widget to translate some text, then copy the ‘result’
  3. Try paste the previously copied content into Gutenberg.
  4. Nothing happens

Expected behavior
Paste the content as a p tag or another suitable block.

  • Browser: Chrome 66+, Firefox (Latest)

Additional context

  • Currently using version 4, but I cant see anything in the change log that addresses this
